Harry has been the only main character to return from one season to the next, but with the way Season 3 ended, perhaps that could change. There's one character we know for sure will be back: Harry Ambrose, as played in every season by Bill Pullman. We still haven't heard about any casting or filming/production news, though, so Season 4 is likely still a ways away. With most shows having resumed production mid-way through 2020, we have to assume that The Sinner is at least in the pre-production phase right now. It's nearly impossible to tell what kind of mystery Ambrose could be tasked with in Season 4, though.
In addition to Pullman once again playing Ambrose, The Sinner's creator/showrunner Derek Simmonds will also return for Season 4, in addition to a team of producers including Season 1 star Jessica Biel. His character, and his character's past, however, remains the same and continues to build. It's not fully an anthology like an American Horror Story or True Detective that brings in entirely new casts and (possibly) new worlds with each season, but each season does typically find Ambrose in a new setting with a new case to solve.
The show takes on something of a modified anthology format. That's until Detective Harry Ambrose (played with perfection by Bill Pullman) starts investigating, and realizing that these cases are never quite as simple as they seem. The show will continue with the pattern it's established since it first hit the air back in 2017: a new mystery, but one that seems fairly straightforward.
